Certificate Course in Competency-based Human Resource Management

Course Description:

This program is designed to develop the HR practitioner's skills in identifying and defining competencies, and utilizing these as foundations for developing competency-based HR programs and systems

Course Objectives:

As a result of the certificate course, the participants would be able to:

  1. Identify and define competencies
  2. Create a competency-based selection and development matrix for a given position
  3. Explain the use of competencies in performance management and compensation
  4. Develop a competency-based action plan for a chosen HR system

Course Outline:

Module 1: Competency-Based HRM

  • This introductory module orients participants on the use of competencies in human resources management and covers various approaches in identifying and developing competencies.

Module 2: Competency-Based Recruitment and Selection

  • The module covers the various tools and techniques used in recruitment and selection. It focuses on competency-based selection methods, particularly competency-based interviews. The use of a selection matrix - a tool used to check the relevance of selection methods given a list of competencies - will also be discussed.

Module 3: Competency-Based Performance and Rewards Management

  • This module focuses on the use of competencies in enhancing performance management systems. The link between competencies and compensation will also be discussed.

Module 4: Competency-Based Learning and Development

  • This module focuses on the use of competencies in training and career development. Participants will have the opportunity to create a training and development plan.

Module 5: OD, Competency Management and Building a Competency-based culture

  • The final module integrates the HR systems. It aims to equip participants with tools and processes on how to create a competency driven culture. This will help participants develop a Competency based Human Resource Management Action Plan applicable to one’s organization.

  • Monday to Thursday; 8:30 AM - 5:30 PM (Onsite)

Target Participants:

  • HR specialists and practitioners

Participant Requirements:

  • Participants shall sign a Non-Disclosure Agreement and Data Privacy Form
  • Expected Output: A competency model for one function, with definitions and levels, and an action plan for implementing CBHR for a specific HR system.

Technical requirements:

  • Computer installed with MS Office apps (Excel, Powerpoint, Word)
  • Online Platforms - Zoom, Jamboard, Mentimeter, and Moodle
  • Stable internet for Synchronous sessions (live) and Asynchronous sessions.

Equivalency:

  • No. of learning hours for online program: 32 Hours
  • Equivalent no. of days for face-to-face program: 4 Days
